Farmers and small business people who need to use computers and the Internet and who need to know how and what computers and the Internet can do for them;
Young people without full-time or permanent jobs who need to learn new skills and to make contacts which lead to job opportunities;
Parents who need to keep up with and help their children, who are often quite familiar with computers;
Skilled users who need fast, high quality Internet connectivity in order to live and to work in this region;
Retired persons and people who use the Internet to correspond with their families and with the world by electronic mail, to have access to local, national, and international services.

Key partners in the project are: Industry Canda ( see: Canada at http://www.canada.gc.ca/, Industry Canda - Community Access Program at http://pac.ic.gc.ca/, and Strategis at http://strategis.ic.gc.ca/,) school boards, local municipal councils of Arundel, Huberdeau, and Amherst; community centres, local associations, business firms and individuals.

• Beginner's and advanced training courses;
• DOS, Windows, and the PC - Computer maintenance, upgrade, repair, and installation.
• Installation of other public, private, and commercial access sites;
• Community group and organisation news pages;
• Recruitment of other partners: municipalities, business firms, public and private groups, associations and societies, especially for Web page publishing;
• Fund raising for the improvement of the telecommunications networks in cooperation with business firms and governments;
• Encourage municipal councils to use the grants available to set up one computer with Internet access in each municipal library- as Arundel, Huberdeau, Brébeuf, Harrington, Montcalm (Weir,) St. Rémi have done;
• The financial plan of the federal grant provided the use of grant monies as startup capital funds so that following the final, second year of the project, the activities become self-financing. Self-financing is possible through business and private participation and the use of the services established.
